Having issues when trying to masturbate

So my friend have this issue since the time she started having sex. She does enjoy the sex but she cant have orgasm without feeling pain. If she try to masturbate she cant touch herself down there, she uses other ways to feel pleasure. Is there any issue in her clitoris or is this normal for girls?
