Hard skin at ankle post injury

I am 35 years old with no diabetes and blood pressure. Have minor elevated cholesterol for which diet has been recommended. I got minor injury in left leg at ankle area and same was treated with antibiotics. However new skin has not grown as expected and my skin is very hard in that area. Photo has been attached. Kindly guide what it is and next step. I do not have pain at the hard area.
