My uncle is 47 and his wbc count is 13.9 and rbc is 5.59,what treatment must he take for being healthy.

The blood hemoglobin level of your uncle tremendously low and he should immediately get a blood transfusion done also you'll have to start him on iron tablets. Consulta general physician will refer you to some Hospital where you must get blood transfusion done for your uncle. For now start with tablet orofer XT one tablet daily.
