Foreskin doesn't retract

This gets me worrying, I am uncircumcised who is worried about sex. I have never seen the tip of my penis and on googling I realise that 99% men can retract their foreskin by the age of 17. My problem seems to be Phimosis, but in that problem it pains when you masturbate or piss - I have never had any pains during masturbation or when pissing. I am not able to retract my foreskin as the hole is too small and I fear it'll pain if I force it. Is my condition normal? I am too shy to go to the doctor at the moment so I'd love to know what practo doctors think about this.

WITH HELP OF OIL TRY TO RETRACT SLOWLY EVERY DAY IN DUE COURSE OF TIME IT WILL OPEN UP OR CONSULT IF NO IMPROVEMENT KEEP YOUR PENIS AND GENITILIA  CLEAN
