There is a short chord of skin adjoining the penis head and foreskin. It prevents smooth sliding of the foreskin over the penis. There is difficulty in retracting the foreskin back. Problem with masturbation and sexual intercourse can occur. It can be surgical corrected. You must consult with a general surgeon. It is completely treatable.
