Follicule ruptured but not disapeared

Hi, On cycle day 21 of the follicular scan, fluid is appeared but doctor said the follicle is not collapsed fully.it measured as below Day 17- 19*17 Day 19 - 17*17with minor fluid Day 21 - 13*11 with fluid What does it mean. Follicule ruptured but no egg??? Or egg realeased but corpus lutem not formed????
