Fingerprint not getting recognised

My finger prints are not getting recognised by the systems at visa/adhaar etc centres.My hand is too soft though I'm 25 years old. Only two index fingers are getting recognised. Any doctor who has seen these cases before and worked , please let me know . I tried online consultancy here,but it couldn't help , suggested checking offline  .I want to visit the clinic in Hyderabad now . Kindly suggest ,this is important to me.
