Eye sealed up maybe sinus issue?

I've been sick with coughing and a running nose for the past few days. Today however when i woke up i had gray ish gunk sealing my eye. I was able to clean it off and open my eye. My question is what type of doctor do i need to go to? Just a primary or specialist? I don't have a lot of money due to being laid off.
