I took a picture in darkroom with flashlight suddenly I noticed a "White layer" near Iris' Corner .  I don't know what is that , it lis only located on iris Not in pupil. Is it normal to have this white layer on iris ?

You need to be examined under slitlamp eye examination. What is your occupation. Pl consult ophthalmologist for further evaluation and treatment.
