Eye power is 0.25.

I can clearly see the letters. but sometimes when i use my phone and suddenly see the tv i found the letters blur and then after sometime it becomes clear. My eye power is 0.25 when i went for an eye checkup. I also work in front of computer\laptop. Is it needed to wear specs?
