Extreme hyperpigmentation around mouth

I have started noticing extreme hyperpigmentation around mouth as you can see the skin on my chin area specially on left side below lip has developed some kind of texture which itches some times and is not normal seems like an infection to me and has   caused prominent hyperpigmented patch altogether Can you let me know what is it though and what I need to apply
