I am recently experiencing excessive precum discharge..even when I am not thinking about sex..it is also happening when my penis is not erect..Is it normal or I have a serious issue? Please let me know Thanks in advance.

This appears to be quite normal for your age. Just to clear your doubts, you can consult a Urologist, although I don't think there's any issue here at all.
