Is it possible a arthropod (millipede) or something enter to the ear and move to our brain survive and lay eggs

No, it is not possible for an arthropod like a millipede to enter the ear, travel to the brain, survive there, and lay eggs in a living human being.The ear canal is a closed space that ends at the eardrum. Beyond that, the middle and inner ear are separated from the brain by strong bone and multiple protective layers. Insects can enter the ear and cause discomfort and injury to ear. Consult doctor immediately if any insects goes in ear as it is a medical emergency.
