Dull skin and small rashes

I am having some little white bumps or rashes on my cheeks and forehead. My skin is not acne prone but I get reactions. My skin feels dry after washing my face with cleanser but feels oily and sticky black if I apply moisturizer. I want a bright looking skin. Kindly help me.

You are suffering from white heads.White heads are a part of acne.It will be better if consult a dermatologist personally. You will fine by just applyuming few creams and using a good salicylic aface wash.Also use sunscreen  regularly.
