Dry scaly skin/cuts on fingers

Dry scaly skin along with cuts on figures, sometimes itching. Skin appears to cracking with cuts without bleeding. One of the doctor prescribed it as skin eczema. We have tried different remedies such as ointments but no results. Unable to identify cause.
