Dry patches on legs

Hi I get this kind of dry patch on my skin and mostly on skin. I stopped using any kind of cosmetic lotions now and switched to parachute coconut oil and after that the issue is reduced but not gone. The patch can be seen in the image shared and it does not itch (very rare itching ) and it's been a while I have this patch. Along with that small red dots can be seen on front part of legs. I want to know what this is is this any chronic skin disease or allergy trigger? Or is it normal for dry skin?
