Discomfort in penis and pelvic mscle

Hi From last few days after masturbation , I feel slight itching or sensation at upper part of penis root ( at one point ) and also feel heaviness in pelvic floor muscles. This also happens when I try to masturbate but stop just before ejacuating. Could you please suggest what could be the issue ?
