Dark circles and puffy eyes

Due to heredity, I am stuck with dark circles and madd puffy eyes. My under-eye skin is quite thin and always make me look like I never get any sleep. I know they can't be completely eliminated but is there any cream that can help me tighten my under-eye skin. Mild but effective.. please help Also a doc suggested this cream for dark circles - Hydroquinone, Tretinoin & Mometasone - Curever Glow cream. Just taking second opinion on this cream PS I am 24 years old

No plz dnt use that cream around eyes it can cause increase different side effects. Sun screen will be the first treatment.. secondly share pics to know the dark circle  extent
