Curing phimosis through stretching

I had phimosis where my glans was not visible at all. But I was partly able to cure it using manual stretching and silicone rings. Now I can fully retract when flaccid, but feel tightness when erect. I'm starting to think I also have frenulum breve. How to proceed further if I do not want to get circumcised?
