You seem to be suffering from allergic rhinitis which requires long term treatment with anti Histamine medicines and steroid nasal sprays. There is no permanent cure for this condition and physical exercises can be of some benefit. Throat pain may be because of acute pharyngo-tonsillitis which is a common type of throat infection, for this you may need to take antibiotics, pain killer medicines and antiseptic mouth gargle for few days
