You can go ahead with a bridge but not for 2 but 4 since the bone support for adjacent tooth are in a better position .go for a bridge involving 11 12 21 22 .and the area where there is bone loss get a bone graft done for faster bone formation which usually takes 6 months atleast .

You have generalised severe bone loss which suggest periodontitis which needs periodontal treatment. Periodontal treatment starts with scaling root planing. Second step will be flap surgery. At this stage it is not necessary to extract anny tooth first complete perio treatment. If necessary splinting can be done. It more important to save natural teeth as no replacement is as good as natural tooth.
