Boil on ankle for long

Have a persistent boil near ankle which does not seem to go away for last 6-9 months drys up and sometimes swells. Attached picture. Can you advise if this is a serious issue.

This is not a boil. It's some apendageal or vascular growth. It should be excised. Please visit me for treatment.
