My son is of 2.9 years and almost since a week or two he has started to blink more often especially when he watches tv, mobile and few times while playing but that would not be the same unlike while he's watching TV. And he has a small cataract too in his left eye. Is that a problem related to that?

If he has cataract in left eye and if it is since birth Better to get other eye dilated examination to rule cataract in this eye also. Also plain refractive error could also be the source of blinking frequently
