During the first two years of life, the separate bones of the skull slowly begins to fuse together. The fusing process occurs over multiple years, because the brain is still growing, and will not reach adult size until approximately age seven. However, the two large soft spots on an infants head are both closed by the time the child reaches age three. I would advise you to visit a pediatrician so that she can be evaluated from the picture the forehead doesn't seem too bulged or abnormal so kindly visit the pediatrician who can physically evaluate her and give her opinion.
