The silver shiny layer is suggestive of Bitot spots which are an indicator of Vitamin A deficiency. Give the child Vitamin A drops 50000 IU on Day 1,2 and 14. Start with eye drops refresh tears if the child rubs eye frequently. Also visit paediatrician for other signs of malnutrition. You need not worry about the black spot.
Next Steps
Consider online or physical consultation if no improvement.

White line is not clear in the pic. Sometimes white line occurs because of  vitamin A deficiency. Hope the baby is being breast fed.  Black spots can be normal. If there are many you need to have in clinic consultation to rule out some abnormalities.
Next Steps
For more information and clarification you will require online consultation with an ophthalmologist or in clinic consultation.

It rather looks normal on the picture ! Still it would be better to show an ophthalmologist as they can check other parameters ! Better to be safe than sorry !
