Allergies - warm clothes

My sister has been suffering from allergies in her whole body which comes out only when she starts to wear any hot clothes, blankets or wollen clothes. She is having a hard time to sleep too. They just keep coming out whenever her body gets warm. Those allergies not only itchy but also painful. I've attached a photo of that. Any advice would be greatly appreciated!
