Aggressive behaviour media addiction

How do I talk to a child who will not listen? My daughter gets agitated and tends to be rude in speech and behaviour when I expect her to stick to her routine. She later calms down and agrees that it would help her, but getting her to be responsible about her self and studies is proving to be impossible. Nothing can seem to beat the excitement provided by media and video games. For ex. If I do not repeatedly call her for it, she will skip meals and not even drink a drop of water till mid day.
