I am noticing some red acne or red spot over my neck and my scalp region ... unable to understand this is due to alergy or some other reson since I also noticed fungal infection over nether region

Are  you haveling prickly heat as well? Any lesions elsewhere? Any itch near nose, eyebrows? Any recent use of hair dye or new product? Depending on associated complaints it could be seborrheic dermatitis, periporitis or scalp follicultitis
