My 2 year old sister got fever about 100C .what to do now in the condition of lockdown.how to reach a doctor?

Fever is a sign of infection which could be either viral or bacterial. If the child is normal between fever Spikes and overall intake, activity and urine output are fairly reasonable then you may keep a close watch and continue with Paracetamol round the clock every 6-8 hourly for a day or two. However the fever should be e below 101F and without any other symptoms. Keep a close watch for new symptoms like cold, cough, fast breathing ,decreased urine output ,vomiting, loose motions , drowsiness and others. Ensure  good hydration and offer preferred foods once the fever Spikes settle.

Give paracetamol 250 mg 3.75 ml sos or 6 hourly if required, give plenty of fluid orally, u can do tepid sponging with water

Try taking Paracetamol syrup 5 to 7.5 ml up to 4 times a day for a day when there is fever. If it did not help try calling your pediatrician.
