Hello, What I can make out from the picture, it can be insect rub/bite and if you have associated itching then it can be an insect bite. It can either be drug eruption if you had a history of taking any new medication. It can also be contact dermatitis so you need to share a detailed history along with more pictures for clarity of diagnosis
