3.5 year old kid not speaking fluently

My daughter is 3.5 year old and still she is not talking fluently. She tells all the rhymes and she even creates rhymes as per the situation. She is telling small sentences and what ever she wants she will ask. Kindly check if it is fine and I can wait or do I need to consult any children specialist. Thank you

Your daughter needs baseline workup: that includes hearing (audiology) assessment, developmental assessment, speech assessment: all with relevance to a 3.5yr old. If any abnormality detected, then even speech/language pathology evaluation must be done.
