Hello sir...   It is good u have put the picture.  It's very evident in it that the condition is what we call trap door scar,  which is making it so prominent and worse.  This is definitely treatable.  The surgical revision will be better than the non surgical remedies.  Kindly contact me or any other plastic surgeon for further examination and treatment.
