Weak heart, 40% pumping

First of I want to appriciate your kind gesture. Thank you so much for your time and consideration. 64 yr male, Having chronic urinary infection. Also his heart is weak and as per Dr. 40% heart is pumping. His BP is low. Using NORAD  constantly  to control his BP. I want to know how can his health improve?? Is there any chances of his recovery? Please suggest what can we do??
