Iam 21 year old from few month I feel that my right testis is lowered than my left one and I also found some lumps probably of veins near it , I don't feel any pain and also testis is not completely lowered all the time, it contracts also but when it lose it hangs little down than left one please suggest me is this something which require serious attention, will this effect my manhood ?

It is common for men to have slightly different size testicles. Usually, the right testicle is larger than the left. Also, one testicle (usually the left) often hangs lower than the other. This is completely normal and doesn't require any correction.
