TNF alpha test

My father is 52 years old he was diagnosed of liver cirrhosis an year ago, he has been having some other issues such as Urinary Tract Infection for which he was given antibiotics and it didn't subdue completely and in the latest report of TNF-Alpha it was 12.7. I have no clue what this report means and what tests should he done to find out the underlying problem and which specialist doctor can be preferred for curing it? Please help it would be really appreciable, he is the sole earner of our family.

TNF alpha is an inflammatory cytokine. Whenever there is any inflammatory process or disease, TNF alpha will come out to be raised. Kindly elaborate what problems he has now.
