Swollen and painful ankles

My mother.. 70 yrs old very active lifestyle but overweight.. shes had this problem for atleast three to four yrs now.. she went to a doc who told her she had water retention n she was put on tabs for a few days which made her urinate alot swellin reduced slightly but not alot.. this swellin is physically slowing her down.. need a second opinion
