  3. Swelling in both legs. Have to do now?

Swelling in both legs

There is swelling in both the legs (around ankles and below) of my father. he has consulted physicians and orthologist and taken many  medicines but there is no relief. besides swelling, there is pain also while walking. many of the tests have been done like doppler , eco of legs but all reports are normal. Kindly give suggestions what we have to do now ?
