if you are having minimal pain without any ear related or dental problems you can take regular pain killers..if pain and swelling are for long time then you need to consult nearby ENT specialist
acute onset of pain and swelling below ear are usually inflamed lympnodes secondary to ear or throat infection or it may be inflamed parotid gland
if your problem is persisting for long time then it means something which requires to be evaluated properly
