Speech issues with child

Hi, my child is 3.5 years. Born in Rajkot he was developing his speaking skills really well to the extent of speaking rhymes and alphabets (a to h). In Mumbai, he seems to have become too much isolated. Although he recites rhymes (almost 10 nos) and has decent vocab, he uses sign languages mostly. Does not listens to instructions and no eye contact
