When I woke up in the morning,and when I expose to dust, or cold water iam having lots of sneezing with pain in nose

It seems that you are allergic in nature. It actually runs in family. Best thing to do is to identify the triggers (like dust, pollens pets etc.) and to avoid that. During an acute attack of sneezing and running nose, you can take an antihistamine tablet.
There are some skin tests (RAST) to identify the common allergens, that is affecting you. If you do that, then you can avoid that.
