Small rash on penis shaft

I have a small rash on my penis shaft that is skin colored and barely noticeable. I can see it better when submerged in water where it looks lighter than the surrounding skin, kinda pale, until dry again. It does not itch or bother me. Would like to know what it could be an potential treatments.
