Hello... I'm 19 yrs old... My penis is too small as size of a pinky finger when it's flecid .. . But when it gets erect it's 5" in length.... But how can I get a big penis when it's flecid

No...your erect state size of 5 inch is good in Indian Standards.  Flaccid state is unimportant for sex. So... ignore it n move 9n.
