Scalp irritation and hair plucking

When I was 9 or 10 years old when I started plucking my eyelashes due to irritation after some time a doctor suggested neosporin cream and soon the irritation and plucking habit faded away . After some years I started having the same irritation in my scalp and started plucking my hair . I am trying to stop plucking but the irritation is always triggering me to do the same thing. Can you please suggest any remedy ? I need help
