Assuming that i touched a contaminated surface and then applied sanitizer(soap and water not available)so then can i have meal without washing hands? Means will it be safe or not? And another thing i want to ask is that the 3 layer ply mask is safe in covid or not when being in an enclosed environment for long hours?

Go for hand washing most of the time. Sanitizer is okay for random use ..but bfr meals surely wash properly with soap n water. 3 ply mask is okay but try using n95 and choose ur mask wisely depending upon the fitting and brands and also it's originality.
