I have gone for a cleanup of face for the second time and next day unfortunately I have used neem face wash which was expired as I didn't notice..next morning I found my face with small rashes,rough skin and dull face..will it be permanent

No it will not be permanent it is the allergic reaction which will subside after sometime. take tab levociz 5 mg twice a day for the time being to temporarily improve the itching. However this is not the definitive treatment you will have to visit a qualified dermatologist to get the condition properly assessed. Hope this was helpful.
