Reversing Circumcision query

I've been dealing lately with extreme insensitivity in my penis for a year and since I'm circumcised I have no foreskin. I was wondering if there exists a surgery where foreskin is stretched over the penis. I have already tried natural and manual stimulation of foreskin however I do not have enough to complete this method. I would be greatly appreciative if you gave me an answer. Thank you
