Rashes on inner thighs due to wet jeans

Due to walking in rain wearing jeans, i am having rashes on my inner thighs. I am making sure to keep area clean and have applied soframycin tube on affected area but it is swelling. Attached pic. Please guide whether to keep area open or should i keep cotton over it. Also suggest any tube/tablet. It becomes dry and itchy and also started to swell.
