Premature ejaculation,burning in scrotum

Sir i am facing premature ejaculation. I discharge even while thinking, without any touch. Some time i feel burning in scrotum mostly on right side.morning sometime it is there somtime not. Discharge happening while kissing. What should i do. It is treatable and if yes how long it takes? Semen morphology is 4% which should be in between 15 to 999.9.
