Premature ejaculation & unstable erectn

I am married male 31 I am facing severe level of PE it's that much severe that I ejaculates with in seconds of penetration or sometime during foreplay. Once I ejaculates it's very tough to get erection again in whole night.Another problem is I am unable to have stable erection . Size and impotency is normal. It spoils my married life. I want permanent treatment for the problem.
