Pimple like dots in legs

Initially pimple like 5 to 6 dots appear in legs with itching n gradually spreads over. Washing legs  with cold water relaxes n dots disappear in few hours after washing with cold water. Took avil 25 but relaxes temporarily and reappear when effect of avil ceases.
